Alternatives and the reinvestment act

The $139 million Edith Green-Wendell Wyatt modernization was funded by the American Recovery and Reinvestment Act of 2009, with all the trimmings. I wonder if they sent a thank you note?

Edith Green-Wendell Wyatt Modernization Project

An American Recovery and Reinvestment Act Project

The Edith Green-Wendell Wyatt Federal Building in the heart of Portland, Oregon, is an 18-story, 525,000 square foot facility that is home to more than 16 federal agencies and 1,200 federal employees.

The building was originally constructed in 1974 and underwent a major renovation between 2009 and 2013. Today the building is a cornerstone of GSA’s green building portfolio with all new mechanical, electrical, plumbing and data systems designed to make it one of the most energy efficient office buildings in the country. The work was completed by a team of SERA Architects and Howard S. Wright Construction who were awarded the contract in 2010.

The newly-renovated Federal Building includes a number of efficient, sustainable and innovative technologies including:

  • solar thermal panels that will provide for 30% of the building’s domestic hot water
  • a 13,000 square foot solar roof that will produce 3% of the building’s electrical energy requirements annually
  • modernized elevators that generate power as they descend
  • unique shading devices on the south, west and east facades designed to respond to the sun conditions, maximize daylight and minimize solar heat gain during the summer
  • energy efficient electric lighting systems with advanced controls that will reduce light energy usage by 40% compared to Oregon code
  • a 165,000 gallon cistern used to flush low-flow toilets and irrigate native landscaping
  • energy efficient water fixtures, which in addition to rainwater reuse, will reduce overall water consumption by 60% compared to typical office buildings
  • a dedicated outside air system that provides 100% fresh air

The operationally and economically efficient high-performance building is expected to achieve a 50 percent reduction in energy use compared to the old building and a 60 percent water reduction compared to Oregon code. The facility is designed to meet the Federal Guiding Principles for High Performing Green Buildings and the Obama Administration’s directives for agencies to lead by example in environmental, energy, and economic performance. Through these directives agencies are required to meet a range of energy, water, pollution, and waste reduction targets. Additionally, the facility is expected to achieve LEED Platinum certification from the U.S. Green Building Council for its use of cutting-edge sustainable design and technology.

GSA was appropriated more than $5.5 billion under the Recovery Act to convert federal facilities into high-performance green buildings and construct energy-efficient federal buildings, courthouses, and land ports of entry.[snip]

The building “is one of 600 that the GSA owns or operates in the Pacific Northwest.”

Well there is a lot you can do with 139 million dollars. But here is the GSA which manages or owns how many properties around the country, getting the benefits of tax dollars for the project. Large enough to have its own scandal.

Why does GSA have to be a great beneficiary of the spendathon? Surely it has assets of its own. Must have ‘mo money’ They have vacant properties sitting. And then they flaunt it as a great achievement. Still when the work stops those extra jobs are gone.

So they couldn’t have done this without the stimulus? It just pisses me off. Is GSA the sustainable ferry now, blessing all the people with their spending? Who will pay in the end? And they’re on the road to save resources.

Why couldn’t they prove “sustainability” and find the means to do it? That’s what anyone else would have to do. The irony that GSA is preaching sustainability. I guess Portland is now Porkland.

White House solar panels being installed this week

Wa-Post — By Juliet Eilperin, Published: August 15

After nearly three years, the White House began installing solar panels on the First Family’s residence this week, a White House official confirmed Thursday.

The Obama administration had pledged in October 2010 to put solar panels on the White House as a sign of the president’s commitment to renewable energy.

The White House official, who asked not to be identified because the installation is in process, wrote in an e-mail the project is “a part of an energy retrofit that will improve the overall energy efficiency of the building.”

At the time of the 2010 announcement, then-Energy Secretary Steven Chu and White House Council on Environmental Quality chair Nancy Sutley said the administration would conduct a competitive bidding process to buy between 20 and 50 solar panels.

The officials did not identify the supplier or cost of the project, but wrote the White House “has begun installing American-made solar panels” and the initiative, “which will help demonstrate that historic buildings can incorporate solar energy and energy efficiency upgrades, is estimated to pay for itself in energy savings over the next eight years.”

The retrofit also includes installing updated building controls and variable speed fans, the official added. […/]

On Thursday, climate activist Bill McKibben, whose group 350.org had organized one of the campaigns to install solar power at the White House, welcomed the news that the installation had begun.

http://www.washingtonpost.com/blogs/post-politics/wp/2013/08/15/white-house-solar-panels-finally-being-installed/

But wouldn’t it be great if Barry would cut his offensive, personal carbon footprint, including AF-1 and consolidate those extra and double trips? He could probably save enough in one month to pay for all those solar panels and upgrades.

Get this, he cannot afford to have school kids or visitors for White House tours but he must expidite this… achem, it will eventually pay for itself. But White House tours are way too expensive and there is no return for the “investment”. That’s the Hypobama mentality.

Well kids, unless yo can prove you can produce electricity or some service to the White House, then forget it, you are not green enough. (maybe you could take turns pedaling a generator while the next group comes through….or maybe you could wash dishes?)

Meanwhile, Barry and his family will freely abuse the privileges of carbon-producing technology as much as they can, as far as they can, as long as they can; while they deny student field trips and tours. The efficiency gauge is busted on AF-1.

In his second term, Obama becomes bolder on the environment– Wa-Post

The shift has alarmed some industry officials, as well as coal allies. Sen. Joe Manchin III (D-W.Va.) described the administration as coal’s “adversary” and brought a state delegation headed by West Virginia Gov. Earl Ray Tomblin (D) into the White House on Aug. 1 to meet with McCarthy and Michael Rodriguez, the White House legislative affairs director.

While Manchin called the nearly hour-long session “very respectful and productive,” he also said it exposed the “deep differences” between politicians like himself and Obama.

“You cannot describe this any differently than as a war on coal, and not just in West Virginia or the U.S. but on a global scale,” he said. “They’re using every tool they have to destroy the most abundant, reliable and affordable resource that we have.”

Kids and tourists, just think, you can tell everyone your sacrifices helped pay for those solar and efficiency upgrades. Won’t that be special? And you can also remember that when you or your parents pay that added Executive Order tax on the phone you carry.

Obama’s White House put it this way:

Due to staffing reductions resulting from sequestration, we regret to inform you that WhiteHouse Tours will be canceled effective Saturday, March 9, 2013 until further notice. Unfortunately, we will not be able to reschedule affected tours.

We very much regret having to take this action, particularly during the popular Spring touring season. Please check this webpage for updates regarding this situation, or contact the White House Visitors Office 24 Hour Hotline at (202) 456-7041.
Sincerely,
The White House Visitors Office

Fortunately, no such sequestration on solar panels to the White House.
(Whew, that’s a relief…. or, you know, people might talk and complain!)

Obama: EPA is the gate to the climate

From NRO :

If only President Obama simply had cried wolf. Instead, the president announced that, on behalf of “all of humankind,” he is in effect directing the EPA to take over the American economy. New power plants will be subject to emissions controls, and existing plants will have to be retrofitted to comply with new standards. New restrictions on heavy trucks will affect the movement of freight and goods across the country.

New subsidies will be handed down for politically connected energy firms, and federal lands will be set aside for their use. New federal impositions will affect the construction of factories, commercial buildings, and private homes.

The president says that this is all enabled by the “overwhelming judgment of science.” It certainly has not been enabled by something so mundane as the law. We rather suspect that the overwhelming judgment of Congress would be against the president’s program of regimenting the entire American economy under the management of a newly empowered EPA. But the president has made it clear that he intends to act largely through administrative fiat, subverting the democratic process and the people’s elected representatives. Unhappily, the Supreme Court has abetted this ambition by misconstruing the Clean Air Act as a warrant of action on global warming.

Every economic activity involving energy or transportation — which is to say, every economic activity — will be affected by the president’s global-warming program.

Barry-‘Ozone’-Obama lays out his second term “climate” strategy:

(it reads something like this, no matter what he says or promises — a little satire)

“I will continue laying out scandals. The air in DC will become extremely inhospitable, putting air conditioning and filtration at a premium. You all will continue to try to make me look bad. I will continue to lie… I mean you all are so gullible.

The political pollution in DC will reach a historical high. Clouds of chaos and confusion will slow even traffic to a crawl. Never let a storm go to waste. I will continue to demonize my opponents or anyone in my way.

I will use any… and I mean any, extraordinary and unconstitutional means to achieve my ends to extort the climate for every political and geo-political opportunity I possibly can. And there won’t be a damn thing you can do about me using executive power and regulation to accomplish it. Oh, like what are you going to impeach me or something? Like I said, you people are so gullible.”

Yet during Barry’s glorious Georgetown address, another controversy erupted because all the networks cut away – even MSNBC. That prompted a tweet from NYT reporter that you could turn to one network covering the entirety, the Weather Channel. (good thing he wasn’t upstaged by a storm..) Wolfy Blitzer just talked over it. No loss there.

Obama’s jihad on energy

This was a WH response to the energy petition on his war on coal.

Embracing an All-of-the-Above Approach to American Energy

Since taking office, President Obama has been committed to an all-of-the-above energy strategy for America. It’s a strategy that’s rooted in the idea that we should take full advantage of all of the energy resources that we have, while ensuring we do so in a safe and responsible way.
After four years of this strategy, its impact is clear. We have greater energy security now than any time in recent history. We have doubled our use of renewable power from wind, solar, and geothermal sources. Imports of foreign oil have fallen to the lowest level in decades. Domestic oil production is surging and America is currently the largest producer of natural gas in the world.
At the same time the President has made clear that he understands that coal has played a critical role in our country’s energy portfolio for decades and will continue to be an important source of energy in the future.
The President also believes that America must take a leadership role in developing and manufacturing technologies that allow us to burn coal more cleanly and efficiently. Achieving that goal will also boost our economy, promote public health, and position the United States as the leader in the global clean energy race.
That’s why President Obama has invested nearly $6 billion in clean coal technology and research and development – the largest such investment in U.S. history. Notably, this strategy has attracted over $10 billion in additional private sector capital investment. And these investments are already making a difference. For example, according to Bloomberg New Energy Finance, the United States leads the race to develop the world’s first large-scale carbon capture and storage (CCS) demonstration project.
The investments we are making in cutting-edge, clean coal technologies are not only vital to the future of this industry, but also to the larger goal of taking full advantage of America’s energy resources.
Tell us what you think about this response and We the People.

Here is the petition:

End to the War On Coal, end the job killing policies of the EPA and require an economic impact analysis of new policies.

The Obama Administration through its EPA is destroying the coal industry of this country. To date, tens of thousands of coal mining and related jobs have been lost due to this ill-advised war against American energy.

We, the undersigned, call upon the Obama Administration to end this job killing war on coal, to rein in the EPA and require an economic impact assessment published prior to the enactment of each and every new policy and regulation.

Reply to Obama’s all the above statement.

“Since taking office, President Obama has been committed to an all-of-the-above energy strategy for America. It’s a strategy that’s rooted in the idea that we should take full advantage of all of the energy resources that we have, while ensuring we do so in a safe and responsible way.”

Moratorium on off-shore drilling? Federal land off-limits? Dragging his heals on this pipeline. Constant interference in drilling and obstruction on fracking.

Is that what he means by “Taking full advantages of our resources”? What he has done is politicized them, and took full advantage of the politics, then used them and our resources as a lever against us – coal being the prime example.

“After four years of this strategy, its impact is clear. We have greater energy security now than any time in recent history. We have doubled our use of renewable power from wind, solar, and geothermal sources. Imports of foreign oil have fallen to the lowest level in decades. Domestic oil production is surging and America is currently the largest producer of natural gas in the world.

After four years, what’s clear is his support the most expensive gas and oil prices in history. And the EPA is out of control, next it will tax the rain. Any new producition is largely due to Bush politcies he takes credit for. Solar and geothermal are not helping the gas at the pump or transportation costs.”

Greater energy security? Is that what you call it when energy is holding us, our households and economy hostage to some radical agenda?

“That’s why President Obama has invested nearly $6 billion in clean coal technology and research and development – the largest such investment in U.S. history. Notably, this strategy has attracted over $10 billion in additional private sector capital investment.”

One only sees you doing for energy what you did for healthcare…driving up the cost, and forcing mandates and rules of compliance. More energy security?

“All of the above approach” is actually some of the above, and regulated into oblivion. And it means wistfully throwing dollars at green energy, helter skelter, and wasting huge amounts on failed companies without return. Is that an “investment”? In fact, we pick up the tab when they do fail.

“That’s why President Obama has invested nearly $6 billion in clean coal technology and research and development – the largest such investment in U.S. history. Notably, this strategy has attracted over $10 billion in additional private sector capital investment. And these investments are already making a difference.”

So spending 6 billion on research to force coal companies out of business is an investment. The real private sector that is spending gets results while he takes credit for that. Driving the cost of coal skyward while cutting our supply and use does what? Making a difference? Yea, driving prices and regulation upward and manipulating the market.

Further, the object of the petition was about- this administration’s systematic destruction of the coal industry through EPA and overregulation, coupled with the dysfunctional energy policies. All compounded by the rising costs of energy, and his stubbornness about the Keystone XL Pipeline in particular – a project that won’t cost us.

You made no mention of reining in the out of control EPA. And what about that economic impact assessment, prior to every new policy and regulation? A complete and total non-response you gave it. This is not a campaign debate where you just throw out your fluffy ideas while dodging the questions. This is America’s energy and security at stake — not your personal political toy.

Obviously the war on coal and jihad against energy continues.

Abound Solar Finances Under Investigation

DOE-loan recipient filed for bankruptcy in June

The finances of a solar company that received $68 million in federal stimulus money are now under investigation in Colorado, reports ABC Denver:

http://freebeacon.com/abound-solar-finances-under-investigation/

———————————————————————————————–

I’ll just add some of my comments.
After all the rage about solar companies, where Obama succumbed to one of his worst losses — or “bets”– the industry is on the move once again. But not in an upward “can’t fail” way.

Months back, large solar companies in Europe were forced to lay off workers or just went under. The market flooded with cheaper goods from China was to blame, as it also cornered the market on raw materials. Sales for Solar companies outside China plummeted. China appeared to be capitalizing on all the losses elsewhere.

Then, stories came about huge layoffs in Germany as companies went belly up. The business and future it held for employees even in Germany sank for an industry which seemed to hold such promise for its economy.

This is a warning about the dangers of government manipulated industries. China is the prime example. The solar industry once heralded as the new wave enjoyed growth and expansion everywhere, especially in China. The same government that subsidized it is picking winners and losers. Sound familiar? The state-controlled banks are the government’s cops on the beat. Of course, the banks decide who will survive by who gets loans and who doesn’t. And banks are not granting loans only for expansion, another blow to the sector.

Now the government decided it is time for industry consolidation after it endorsed expansion for years. So they must force consolidation. Banks already limited expansion and now encourage mergers and acquisitions within the sector, large companies buying smaller operations.

There are growing cries for tarrifs on China. Let’s see what that brings; or if they materialize with the same hyper-addiction the industry enjoyed? US has stepped up tariffs and the EU is on the verge of adopting tougher measures. Other countries are considering that formula. So a monopolized market is finally getting squeezeed as others seek relief to China’s “dumping” around the world. And that reaction appears to be creating a problem for China.

Solyndra email: ‘POTUS involvement was Rahm’s idea’

Chicago mayor and former White House chief of staff Rahm Emanuel repeatedly claimed he had no memory of the Obama administration’s controversial $535 million loan to failed solar company Solyndra, but White House emails released Thursday say it was Emanuel’s idea for the administration to tout the doomed firm.
